Railroad Commission of Texas requires the services of 1(One) Microsoft .NET Core developers, hereafter referred to as Candidates, who meets the general qualifications of Software Developer, Level 3, and the specifications outlined in this document for the Railroad Commission of Texas. All work products resulting from the project shall be considered "works made for hire" and are the property of the Railroad Commission of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Railroad Commission of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate. The Worker will apply their expert knowledge of Microsoft .NET Core software development at RRC for agency business applications to support the needs of the Mainframe Transformation project teams. The .NET Developer performs advanced analysis and programming work involving all technical aspects of supporting, improving, and enhancing RRCs mainframe modernization project. This position requires strong .NET Core programming experience, experience with JSON, Swagger, MS-SQL, and C# core skills to be able to develop custom integrations with the existing RBDMS platform. We are seeking a proactive team member who will be responsible for enhancing the assigned application and solving production issues. Work assignments follow a defined software development life cycle (SDLC) process using a modified Agile-like approach for completing code changes for defined releases. The .NET Developer works across multiple agency stakeholders to ensure online form applications are developed, unit tested, regression tested and delivered error free in support of RRCs regulation requirements for the Oil and Gas and Energy Industry of Texas.

Application Development Best Practices: Develop software, or forms components, recommend database schema changes and ensuring they adhere to RRC and industry standards, best practices, and customer requirements. Perform testing to verify that the product matches the requirements, including the creation of test data, test cases and test scripts. Development / Production Support in RRC LoneSTAR application.

Technical Skill: Perform technical analysis on existing defects or proposed enhancements to increase efficiency or to adapt to new procedures. Identify root cause and solution for complex problems

Team Contribution: Collaborate with the project team for sprint/release work on tasks such as providing development effort estimates, discussing architecture and design, triage and resolving defects or issues in multiple environments and providing status on work assignments or issues; Prepare and maintain technical documentation as required (i.e., process flows, object or data models, project plans, environment diagrams, test plans, etc.). Independently write, debug, and optimize high-quality code using .NET Core, C#, and Azure services for complex enterprise applications. Design and implement modern web APIs, microservices, and data-driven solutions in Azure environments, leveraging tools such as Azure App Services, Azure Functions, Logic Apps, and Azure SQL. Take ownership of critical modules and drive them through the full SDLC, including architecture, development, testing, deployment, and support. Actively participate in and lead code reviews, ensuring maintainable, secure, and efficient code is delivered. Mentor and guide junior developers, promoting a culture of continuous learning, technical excellence, and accountability. Work closely with project managers, business analysts, and architects to analyze business requirements and convert them into technical specifications. Collaborate with DevOps teams to manage CI/CD pipelines in Azure DevOps and contribute to automation and release processes. Troubleshoot complex production issues, perform root cause analysis, and implement long-term fixes. Drive quality initiatives such as unit testing, code coverage, performance monitoring, and logging best practices. Lead or contribute to modernization initiatives, including Mainframe Transformation and legacy re-platforming efforts.

Years Required/Preferred Experience Required Graduation from an accredited four-year college or university with a degree in computer science or related field 8 Required At least four [4] years of experience in software development using .NET with C# 8 Required At least four [4] years of experience in .NET Core development, working in a team environment 2 Preferred Development experience in the RRC LoneSTAR application. 8 Required Ability to troubleshoot and resolve complex technical issues. 4 Required Must be available some nights and weekends for supporting code deployments and application support. 8 Required Meticulous attention to detail with an ability to produce high quality work in a dynamic environment. 8 Required Highly organized and able to manage multiple tasks at once and meet deadlines 2+ Required Experience in RRC LoneSTAR application development or Production Support. 4 Preferred Experience in using GoAnywhere secure file transfer Software. 4 Preferred Proficiency in databases and MSSQL 4 Preferred Experience specifically with Azure DevOps and broadly distributed version control 4 Preferred Experience in use of Visual Studio IDE 4 Preferred Experience in Telerik or Kendo UI controls 4 Preferred Adept at creating and maintaining Unit Tests and testing classes. Resolving software anomalies and creating regression tests to prevent the reoccurrence of those issues. 4 Preferred Experienced with service-oriented architecture (SOA) concepts, microservices, and RESTful APIs, primarily as a consumer of those services. 4 Preferred Helpful to have knowledge of the creation and manipulation of PDF documents or experience with iText. 4 Preferred Previous experience with Azure multiple environment deployment is helpful

Services are expected to start 9/01/2026 and are expected to be completed by 8/31/2027. Total estimated hours per Candidate shall not exceed 2250 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing, which will be determined in July or August of 2027 based on RRC funding availability for the next fiscal year.

Services shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. A consistent work schedule will be determined with input from selected candidates based on workload and assignments. The primary work location(s) will be at Work from Home
